Hello Joseph! Welcome to Avian Avenue! :)

While the average is around 4-8 eggs, that doesn't mean some birds may not lay larger clutches.

Do you have the dates for each egg? Then I can tell you if they are one clutch.

Do you have two budgies? Is it possible there are two females? Any pics?!

I have only one pair of bugies,
Hello Jo jo, someone asked if it is possible they are both female. Do you think this could be the case? If you are unsure, we may be able to know by the dates the eggs were laid or by posting pictures of the adults faces.

Where the four eggs laid in succession to the others? Or where they laid in the last 8 days?

It is important you figure out what happened here. 16 eggs is not normal. Either you have two hens, or worse, you have a hen laying back to back clutches which is very dangerous for female birds. If one bird laid all of these eggs, more could be extremely problematic.
